Consortium Manager
Overview
This role combines strategic consortium management with legal and regulatory advisory responsibilities, supporting Penman Consulting's Consortia clients alongside broader internal support activities within Penman Consulting.
The successful candidate will provide strategic leadership and operational oversight for the Consortia, ensuring alignment with industry objectives, regulatory requirements, and governance obligations. The role also includes responsibility for Letter of Access (LoA) management activities and supporting consultants on legal and regulatory matters connected to client services.
The position requires close collaboration with consortium members, external stakeholders, technical experts, and internal teams, while maintaining high standards of project delivery, governance, compliance, and communication.
Key Responsibilities
Consortium Manager Responsibilities
Strategic Leadership and Governance
Leadership of REACH Consortia, ensuring their continued success and alignment with industry objectives and evolving regulatory requirements.
Provide strategic direction to Executive Members, General Assembly and Technical Steering Committees on REACH compliance and overall Consortium performance.
Develop and implement managerial and technical plans to uphold industry standards, protect the reputation of the Consortia, and maintain stakeholder confidence.
Serve on the Boards of the Consortia legal entities, ensuring adherence to governance standards and contractual obligations.
Financial and Operational Oversight
Oversee financial operations, including preparation and monitoring of Consortium budgets, settlement of accounts, and contribution to annual settlement processes for Members and Registrants.
Provide regular operational and financial reporting to the Executive Committee / Steering Committee.
Ensure effective coordination of technical and operational support delivered by the Consortium Service Team, including regulatory, health, and environmental technical input.
Ensure efficient project management through effective use of consortium management systems, financial controls, and project management tools.
Stakeholder and Regulatory Management
Manage communications with Members, Registrants, and prospective Registrants regarding Consortium activities.
Maintain oversight of the evolving regulatory landscape, ensuring the Consortia proactively respond to new regulatory and data requirements.
Oversee technical coordination activities through the Technical Steering Committee and associated subcommittees.
Represent the Consortia in external discussions and industry forums, including engagement with regulatory authorities, advocacy groups, and other stakeholders.
Support global regulatory consistency by collaborating with non-EU partners and promoting the use of HO and PAO data and approaches developed through REACH activities.
Ensure sufficient resources are allocated from member companies to support successful delivery of Consortium activities.
Skills and Experience
The successful candidate will demonstrate:
Strong organisational, stakeholder and project management skills
Excellent written communication and report writing ability
High attention to detail
Strong analytical and forward-planning capability
Experience in contract review and regulatory interpretation
Knowledge of REACH and wider chemical regulatory frameworks
Experience managing Letter of Access activities
Strong IT literacy, including use of project management and financial systems
Proficiency in Microsoft Office applications
Qualifications and Professional Memberships
Essential or desirable qualifications include:
Degree level or above (Hons) or equivalent qualification
Association for Project Management (APM) Project Fundamentals Qualification or equivalent
Relevant experience within the chemical, regulatory, or consultancy sectors
